2020 Exeter General Plan and Environmental Impact Report

Exeter had not updated its General Plan since 1982. The previous General Plan was a very basic document that was prepared by Tulare County. Faced with increased growth pressures, Collins & Schoettler (serving as Exeter’s contract city planners) undertook the first comprehensive update ofthe General Plan in over 30 years. 

Exeter is a city that places a strong emphasis on quality over quantity, and the General Plan reflects this philosophy with phased growth lines and strong growth policies. The Plan maintains Exeter’s famous downtown as the center of the community in terms of shopping, dining and cultural events. The General Plan update also established strong smart growth circulation policies with new streets standards to accommodate pedestrians and bicyclists on an even footing with motor vehicles.
