2025 Farmersville General Plan and Environmental Impact Report 

Farmersville is located just east of the City of Visalia and being in that location was beginning to experience unprecedented growth pressures. The City also desired to secure stronger planning boundaries in the face of growth that was occurring in Visalia. Collins & Schoettler were hired to prepare a new General Plan and Environmental Impact Report for the City. The prior General Plan provided very little meaningful policy and was even legally questionable (for example it did not specify permitted residential densities for multi family residential development). Collins & Schoettler worked with the City’s General Plan committee to establish a wide variety of goals, objectives and policies to provide strong guidance to the community. Some major realized goals of the general plan included:
 - Annexation of key parcels 
 - Updates of critical portions of the zoning ordinance
 - Preparation of an Industrial Area Specific Plan 
 - Adoption of a Waterway and Trails Master Plan
 - Adoption of Design Guidelines 
 - Preparation of user-friendly zoning brochures 
 - Adoption of new zones including downtown commercial 
    and highway commercial
